The purpose is to provide personnel to develop, deliver (instruct/present), and assist with the implementation, classroom instruction, and practical exercises of programs of instruction (POI) for each course training SOF SIGINT operators and authorized Foreign Partner government personnel on advanced TTPs for collection and exploitation of current and emerging technologies and protocols for SIGINT.  To support all POIs and tailor, as required, to make maximum use of current and emerging equipment, and to integrate technology upgrades and user feedback.  This includes coordination with, providing technical guidance to, analyzing feedback from, and interactively refining SOF SIGINT TTPs for, SOF SIGINT personnel executing global Special Operations missions.
The minimum expectations for the task lead are: knowledge, skills, and abilities to oversee and perform the handling of the day-to-day management and administration of task order requirements. These include tasks such as the following:
  • Management of all Contractor personnel, to include management of surge hours and Contractor travel. 
  • Designing, planning, and establishing milestones.
  • Overseeing deadline completion, resource management, risk assessment, and tracking.
  • Ensuring all deliverables and course timelines are met.
  • Provide intelligence oversight (IO) for contractor personnel. Ensure contractor personnel complete initial IO training within the first month from start date and compete annual refresher IO training as required. 
Required Skills/Qualifications:
  • Former military or government civilian Senior SIGINT Subject Matter Expert (within the last 10 years) with 15 years of SIGINT collection, analysis, and reporting experience in a deployed SOF environment, the support of SOF elements, Intelligence Community and/or HQ level. 
  • 10 years as a Program Manager/Task Lead in a military environment or school house
  • 5 years of experience in launching, directing and managing large scale programs and performing management functions such as, planning, scheduling, organizing, and tracking processes, ensuring the feasibility of each project
  • 3 years of experience in handling the day-to-day management and administration of a DoD task order/contract
  • Possess excellent written and oral communications/presentation skills
  • Certified Technical Trainer (CTT+) --OR-- 2 years’ experience in curriculum development and implementation, podium lecturing, and classroom instruction
  • TOP SECRET clearance and SCI eligible on Day 1 of performance; A counterintelligence (CI) polygraph within the last five years
