The purpose of this task is to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to support the RCC-C
The Network Administrator:
  • Maintain access control lists (ACL).
  • Make all ACL modifications to the USARCC-C managed network devices with no disruption in service.
  • Maintain accurate and standardized network site diagrams that include all USARCC-C managed devices, active network interfaces, Internet Protocol (IP) addresses, subnet masks, attached circuits with purchased bandwidth rates, Command Communications Service Designators (CCSDs), and routing information, store them in a shared area central location accessible by only authorized users, and provide a copy to Government POC.
  •  Ensure that all devices managed by the USARCC-C are working correctly with such Government-provided network management tools such as Spectrum, BMC Network Automation (BNA), Netscout, eHealth, DIRECTRON, Access Control Servers (ACS), and new tools as fielded. Create, add, delete, audit, and update Deny All/Permit by Exception (DAPE) security policies, including Defense Information Systems Agency (DISA) Security Technical Guide (STIG) compliance.
  •  Maintain accurate and complete ports, protocols, and services (PPS) for USARCC-C managed sites.
  •  Review PPS requests for accuracy and security concerns.
  • Provide a weekly trend report to depict trends of network outages and degradations, and generate other trend reports as tasked by the COR.
  • Maintain accurate network site diagrams and store them in a central location accessible only within the USARCC-C. 
  • Develop and maintain Spectrum models for each enterprise asset type.
  • Monitor, detect, alert, block, report, and store modem voice, data, fax, secure telephone equipment (STE), or video teleconferencing communications attempting to transit a telephone switch.
  • Apply policy rule sets established by installation NECs.
  • Perform network management to ensure applicable firewall ports and protocols are open to allow ETFM users to access the regional enterprise management and database servers.
  • Maintain accurate system diagrams and store them in a central location accessible only within the USARCC-C.
  •  Repair or replace any defective cabling in the network. Install, remove, relocate, and maintain existing horizontal and vertical cable infrastructure, to include cabling on wall drop boxes, equipment racks, cable trays, rack mounted uninterruptable power supplies (UPS), switches, routers and servers.
  • Provide internal hardware and software accountability support to the logistics section.
  •  Coordinate scheduled outages for internal IT equipment and adhere to USARCC-C configuration management and Authorized Service Interruption policies. Install, connect, and sustain encryption devices in support of the USARCC-C infrastructures, to include hardware used to store the devices.

Required Certifications
  • IT I/ CDN-IS;IAT level III
  • CCNA, CCDA, CISSP, MCSE, MCITP Enterprise Administrator
  • Security + CE or higher
  • Bachelor’s degree in Computer Science, Information Security, or related discipline
  • HS +8 years’ experiences, or AA/AS +4, or BS/BA +2
Required Skills/Qualifications:
  • Minimum two (2) years demonstrated/practical hands-on experience working in a DoD enterprise network environment.
