General Purpose of the Position:
This position requires high-level knowledge management planning and hands-on implementation support for the purpose of leveraging enterprise-wide knowledge assets for competitive advantage of supported users. KMA supports the goal of creating or capturing knowledge once, but being able to reuse it many times to benefit Community of Practice/Community of Interest (COP/COI) users, multiple departments, offices, commands and/or organizations. Desire that the KMA have familiarity with the Maritime Operations Center (MOC), Fleet exercises and training, and must know the role that knowledge management plays in MOC processes, Exercises, and training. Will provide KM direct support to the COMPACFLT MOC and MHQ including advising and assisting organization’s Content Managers, creating KM process maps, and conducting KM assessments.
  • Minimum 3 years of project management, knowledge management, business process improvement or information management.
  • Experience working with company (organizational) knowledge assets and experience working with problem management tools and measurement model development.
  • Minimum 2 years’ experience working with data collection and information sharing programs such as, but not limited to, Collaboration at Sea (CAS), Enterprise Knowledge Management (EKM) and Microsoft SharePoint.
  • High level communication skills and understanding of various data collection and IM processes.
  • Understanding of applicable Privacy Act as well as Security Regulations and comprehensive knowledge of Navy and DOD regulations and protocols for information dissemination.
  • 3 years’ experience in supporting military operations, preferably at the operational level and in support of a Maritime Operations Center (MOC).

Education Requirements:
  • Bachelor’s Degree in Social Science, Business or related field. Sufficient operational experience can be substituted for a degree.
  • Must possess or obtain a professional Certified Knowledge Manager (CKM) certification within 6 months of award of this contract.
  • Must have attended or agree to attend the Afloat Knowledge Manager Course (AKMC) and the Department of the Navy Chief Information Officer (DON CIO) Command KM Course when they are offered.
  • Must possess the ability to share information through networking using the latest Collaboration tools such as blogging and social media services.

Desired (not required) Experience:
  • One or more of the following
    • 2 years’ experience using eKM, (developed by Computer Sciences Corporation)
    • 2 years’ experience using CAS
    • 2 years’ experience using SharePoint.
