Purpose:
The primary mission of the KM is to advance USPACFLT readiness by assisting leaders with the principles of KM as they are applied to create operational advantage, improve the decision cycle, and advance knowledge systems with decision aids available to the warfighter to maintain a credibly led, combat-ready, and surge-ready Fleet.
 
Responsibilities:
  • The KM operations support specialist is the principle person responsible for operations and plans, exercise training and integrates and synchronizes the operation as a whole for the commander. This position supports the broadest area of operations of all operational sections with regard to KM.
  • Works with N02KM, N6 and the Maritime Operations Center (MOC) communications and technical subject matter experts to support collaboration tools and verifies that databases and other information sources are integrated to eliminate stovepipes and improve organization knowledge sharing. Ensures that knowledge produced in the command is captured and sorted for retrieval. Ensures that training plans address proficiency and efficient use of all applicable information systems and networks of the mission command system. This task is performed daily.
  • Captures and codifies tacit knowledge, making it available for re-use; connects people to one another to enable the transfer of tacit knowledge to explicit knowledge. Creates explicit knowledge from available resources and integrates content into easily accessible knowledge for decision makers. Conducts Battle Rhythm analysis, seven (7) minute drills, and unit playbook reviews and supports various other operational products to capture and share knowledge. Ensures the assimilation of information and knowledge is properly protected from unauthorized access and or disclosure. This task is performed daily.
  • Establishes and maintains an Intelligence Enterprise. Identifies mission critical knowledge and information exchange requirements. Assists in selecting the most effective means (processes and enabling technology) of exchanging those requirements. Proposes business rules for exchange procedures. Defines the flow of mission critical knowledge and information. Coordinates coalition support. This task is performed daily.
  • Develops multi-national, non-DoD agency, Non-Government Organization (NGO) / Internal Government Organization (IGO) NGO/IGO information sharing structures. Member of both the MOC and Knowledge Information Management Working Group (KIM-WG). Integrates training requirements stemming from KM solutions into the overall training plan. Organizes, coordinates and provides minutes for monthly KIM-WG. This task is performed monthly.
  •  Creates tools needed to track both verbal and written communication and orders. Establishes a collaborative environment, processes information and preserves historical information in accordance with Secretary of the Navy (SECNAV) Manual 5210.1, Records Management Manual. This task is performed as needed.
  • Assists with the developing, maintaining and implementation of KM Strategic Plans. This task is performed annually.
  • Consults with users to identify and specify requirements; develops overall functional and system requirements and specifications, defines scope and objectives, conducts business process reengineering, conducts feasibility studies and trade off analyses, plans new system implementation, ensures cybersecurity regulations are applied. This task is performed as needed.
  • Responsible for the evaluation of existing end user info systems and identifies gaps that may be addressed by technical or operational improvement. Translates Concept of Operations (CONOPS) and Ops procedures into products in support of systems integration.
  • May be required to travel for KM support, up to 2 to 4 times per year. A summary of trip details including agenda, any training given, action items and after trip follow-up or plan-of-action/milestone assignments.                                  
Education and Certifications:
  • must have a valid CompTIA Security Plus certification and maintain this certification for the life of this contract 
  • positions requires a minimum, a Bachelor’s Degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and five (5) years of relevant experience or a Master’s degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and two (2) years of relevant experience, or eight (8) years of relevant professional experience in Computer Science or related fields. Relevant experience includes technical analysis, task planning and management, data integration, dashboard design, dashboard creation, and dashboard displays in MS suites such as Word, PowerPoint, Excel, Access, One Note, and SharePoint 2013.
 

Knowledge and Experience:
  • must be qualified in Microsoft Office Suite applications, Web-page and office management
  • must be proficient in SharePoint Design 2013
  • Must have expertise in Content Types, Taxonomy, SharePoint Search, Life Cycle methodologies and Info Management policies.
  • Must have a minimum of five (5) years’ experience working with data collection and information sharing programs.
  • Previous U.S. Navy active duty military operational experience preferred. 
  • Must have a Knowledge Management certification from an accredited source, LEAN or Six Sigma certification, three (3) or more years’ experience in Process Improvement practice
