Purpose:
The primary mission of the KM is to advance USPACFLT readiness by assisting leaders with the principles of KM as they are applied to create operational advantage, improve the decision cycle, and advance knowledge systems with decision aids available to the warfighter to maintain a credibly led, combat-ready, and surge-ready Fleet.
 
Responsibilities:
 
  • Provides KM support for the design, implementation and enhancement of core KM approaches used to support critical knowledge flow within and across the USPACFLT AO.
  • Promotes KM approaches for facilitating communities of practice across the AO to foster innovation, consolidating best practices and lessons learned for improved performance, and collaborates common knowledge flow processes. Seeks out opportunities where knowledge sharing can be added value to USPACFLT. These tasks are performed daily.
  • Provides KM administrative support for information dissemination, briefing preparations, developing business processes to facilitate and streamline standardization within the Area of Operations (AO), coordinating and conducting information gathering meetings and captures Team and Working Group (WG) minutes, coordinates their review for accuracy and posts on portal for shared access. These tasks are performed daily.
  • Sustains the KM brand to internal and external audiences with consistent messaging across a variety of media outlets such as the Plan of Week, Headquarters Information Portal (HIP), Navy Newspaper, etc. These tasks are performed daily.
  • Conducts knowledge mapping to identify value and non-value added process steps for reengineering efforts to create efficiencies in knowledge flow and transfer. Works with stakeholders to identify areas of opportunity and gaps in knowledge flow. Facilitates process improvements by mapping business processes using LEAN/Six Sigma methods and tools to identify and document transformation and increased efficiencies. Markets and leads Rapid Improvement Events (RIE) within USPACFLT AO. RIEs are vetted through Knowledge Management Officer (KMO) for approval before initiated. Metrics produced such as Time, Money and Value documented. All processes managed for sharing and reuse following appropriate KM Life Cycle Management protocols. Develops process models for optimal organizational effectiveness. Provides monthly progress reports tracking all projects and REIs.
  • Produces a monthly newsletter to keep USPACFLT KM network across the AO informed of HQ N02KM activities and initiatives.
  • Coordinates KM events such as workshops, seminars and local conferences to promote awareness, strategies and networking. Provides Plan of Action and Milestone (POAM) no later than 120 days in advance of a scheduled event. This task is per formed annually.
                                               
Education and Certifications:
  • must have a valid CompTIA Security Plus certification and maintain this certification for the life of this contract 
  • positions requires a minimum, a Bachelor’s Degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and five (5) years of relevant experience or a Master’s degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and two (2) years of relevant experience, or eight (8) years of relevant professional experience in Computer Science or related fields. Relevant experience includes technical analysis, task planning and management, data integration, dashboard design, dashboard creation, and dashboard displays in MS suites such as Word, PowerPoint, Excel, Access, One Note, and SharePoint 2013.
 

Knowledge and Experience:
  • must be qualified in Microsoft Office Suite applications, Web-page and office management
  • Must be proficient in SharePoint 2013 central administration, development and capable of training non-IT users how to use these applications.
  • must be proficient in SharePoint Design 2013
  • Must have expertise in Content Types, Taxonomy, SharePoint Search, Life Cycle methodologies and Info Management policies.
  • Must have a minimum of five (5) years’ experience working with data collection and information sharing programs.
  • Previous U.S. Navy active duty military operational experience preferred.
  • Must have a Knowledge Management certification from an accredited source, LEAN or Six Sigma certification, three (3) or more years’ experience in Process Improvement practices.
