Operational objective of this contract requires certain highly specialized technical and operational related support of the Current Operations Division (J33), Future Operations Division (J35), Joint Readiness and Training Division (JTREX), and the Command Center Operations to provide advanced professional, technical, and emergency management, comprehensive technology research, operational planning, readiness reporting and continuity of critical operations activities. The SOCSOUTH mission requires contractor support that adapts and responds as needed to rapidly changing requirements. The Contractor may be required to deploy to Continental United States (CONUS) or Overseas (OCONUS) locations in support of U.S. national security objectives. The Contractor may be required to work additional or surge hours based on the needs of the Command. Typically these surge hours are in conjunction with military exercises or contingencies.

Responsibilities of personnel who support:
  • The contractor shall provide AT/FP specialist that will monitor overall Antiterrorism posture to ensure adequate protection is provided for all phases of planning, design, preparation, training, operations and safety of personnel. Specialist shall be versed in the Core Vulnerability Assessment Management Program (CVAMP) to include knowledge of the DoD Unified Facility Criteria (UFC) criterion. Personnel shall be designated as AT/FP Specialists and may be required to provide services outside of normal duty hours as specified in Paragraph 1.6.4 of this PWS.
  • Due to the critical nature, AT/FP Threat Specialist support shall be maintained at 100%, at all times, no deviations.
  • AT/FP services shall be conducted during normal duty hours and must be available 24/7 for specific AT/FP-unique tasking’s as required.
  • The contractor shall monitor overall Anti-terrorism posture to ensure adequate protection is provided for all phases of planning, design, preparation, training, operations and safety of personnel. Develop technological projections of threat organizations and threat systems employment for use in scenarios, models, and training in support of Force Protection for Anti-Terrorism / Force Protection (AT/FP) the theater of operations.
  • Support the interpretation of the meaning and potential impact of collected intelligence and threat data. (Reference SOF SOP).
  • Shall conduct Antiterrorism Vulnerability Assessment (ATVA) on all DoD controlled sites and for deployments of 30 or more DoD personnel when deploying to locations not controlled by DoD. Upon returning from deployed location, an ATVA will be completed and disseminated to affected entities within 72 hours.
  • Coordinate and provide data inputs for the threat working group to conduct analysis of threat information and to recommend appropriate response measures as mission requires.
  • Support overall planning, implementation, and centralized control support for the command security specialist for J3 AT/FP Cell, physical security, information security, and security force operations (reference SOF SOP).
Education and Certifications:
  • Shall possess a minimum of 5 years of AOR experience is required NOTE AOR Definition: Acceptable AOR experience shall be within any of the following command levels:  Headquarters USSOCOM (HQ USSOCOM), USSOCOM Sub-Unified Commands, U.S. Army Special Operations Command (USASOC), Naval Special Warfare Command (NSWC), Air Force Special Operations Command (AFSOC), Marine Corps Special Operations Command (MARSOC), and all Component sub commands to include U.S. Southern Command (USSOUTHCOM) and Special Operations Command South (SOCSOUTH). 
  • Level II ATO certified
  • Shall have past completion through Defense Critical Infrastructure Program (DCIP (Risk Assessment/Risk Response/Critical Asset Identification Process) with ability to maintain currency
  • Ability to pass annual Defense Language Proficiency Test (DLPT) with a minimum score of 2/2
Knowledge and Experience:
  • Shall possess a minimum of five (5) years of AOR experience.  Must be able to demonstrate the skills, knowledge, experience, proficiency, and training to perform, at a minimum, the services outlined in section 5.3. 
  • Shall possess a current SECRET security clearance and be able to obtain a TS/SCI clearance within 6 months of hire.
  • Familiar with MS WORD, EXCEL, and POWERPOINT class/course.
  • Shall have past completion through Defense Critical Infrastructure Program (DCIP (Risk Assessment/Risk Response/Critical Asset Identification Process) with ability to maintain currency
  • Completion of Conventional Physical Security/Crime Prevention Course DoD Security Engineering Planning and Standards Blast Resistant Structural Design VAPO Vulnerability Assessment Protection Option Entry Control Facilities / Access Control Points (ECF/ACP) is highly desirable
  • Language: Bi-Lingual (English & Spanish) is mandatory
