The purpose of this task is to provide subject matter experts (SMEs) to augment manpower for IO activities across all J39 organizational functions.   The project personnel shall assist the Government in developing global situational awareness of the information environment, Concepts of Operations, Concepts of Assessments, and IO Target Packages.

  • Establish and maintain relationships with designated outside organizations 
  • Provide assistance to outside organizations
  • Communicate and coordinate on matters pertaining to IO
  • Maintain awareness of current and changing IO related plans, policies, guidance, doctrine, operations, funding, tactics, technological developments, and assessments
  • Prepare position papers, background briefs, assessments, fact sheets, interagency agreements, and memorandums of understanding and agreement for Government review and approval
  • Communicate guidance to the designated organizations to ensure proper coordination and compliance with policy
  • Recommend coordination priorities
  • Develop concepts of coordination for IO Annexes for Campaign Plans, Operation Orders, and Contingency Plans
  • Assist in the development of concepts of operation (CONOPs)
  • Prepare reports, presentations and plans required for periodic updates
Education and Certifications:
  • Bachelor’s degree desired, but not required
Knowledge and Experience:
  • 10 years of experience in IO with duties including Joint, Interagency, Intergovernmental, and Multinational full spectrum planning experience
  • 5 years of experience coordination operations between AORs for the DOD
  • 3 years of experience coordinating operations with DOS, NCTC, or related
  • 3 years of experience coordinating operations between multiple U.S. Governemnt Agencies and Departments
  • 3 years of experience coordinating operations with task forces
  • 3 years of experience using communication skills, both written and oral, to include preparation of written products for senior leader use (general officer/flag officer/senior executive service level or HQ equivalent)
  • 3 years of experience coordinating operation with PN
  • 6 months of experience leading an IO cell
  • 3 years of experience working with a Combatant Command (COCOM), Theater Special Operations Command (TSOC) or equivalent level staff with duties including providing analyses, recommendations, and draft products to assist in the development of information papers, planning orders, Operational orders, analyses, estimates, and briefings for Command leadership and primary staff
  • 3 years of experience with duties involving the planning, coordination and deconfliction of DOD plans, operations, actions and activities
  • Current Top Secret clearance with SCI eligibility
