The purpose of this task is to provide subject matter experts (SMEs) to augment manpower for IO activities across all J39 organizational functions.   The project personnel shall assist the Government in developing global situational awareness of the information environment, Concepts of Operations, Concepts of Assessments, and IO Target Packages.

  • Conduct geospatial and statistical analysis to provide actionable data supporting IO activities and objectives
  • Integrate geospatial analysis and behavioral science statistics expertise into the coordination and execution of strategic IO research and applications
  • Conduct multivariate analysis and predictive modeling for population segmentation, IO target analysis, and IO operations evaluation
  • Conduct data cleaning and missing data identification, analyses, reporting recommendations and handling in the preparation of missing data reports
  • Conduct item analyses on data, providing a report of analyses and recommendations in the process of preparing item analysis syntax and output files
  • Integrate analyzed polling and survey data with large databases containing complex data to generate behavioral or attitudinal information, to identify and assess target audiences, geographically map target audience sentiment and characteristics, and provide Integrated Polling/Survey Data Reports
  • Prepare reports, presentations, and plans required for periodic updates
Education and Certifications:
  • Master’s degree from an accredited university in Geography, Market Analysis or a related field.
Knowledge and Experience:
  • 5 years of experience professionally applying geospatial analysis to practical problems
  • 5 years of experience with technical writing
  • 5 years of experience using communication skills, both written and oral, to include preparation of written products for senior leader use (general officer/flag officer/senior executive service level or HQ equivalent)
  • 5 years of experience using SPSS statistical analysis software to conduct comparative analyses on data (e.g. correlation, scatterplot, analysis of variance (ANOVA), regression, response frequency, distribution of responses, outlier testing regression, and salience index),
  • 5 years of experience using ArcGIS software to integrate geospatial analysis with behavioral science expertise, to include conducting multivariate analysis and predictive modeling for population segmentation, data cleaning and missing data identification, scale analyses (e.g. perform factor analyses, quantify latent constructs and  determine the reliability, validity and relationships of items/indices) analysis of polling and survey data with large databases containing complex data to identify and assess targets, and geographically map target audience sentiment and provided integrated polling/survey data.
  • Current Top Secret clearance with SCI eligibility
