Job Description:
People, Technology & Processes has an excellent opportunity for immediate hire for an experienced, self-directed, Portal Administrator with an expertise in Microsoft Office SharePoint Server 2010.  This position is in support of United States Army Pacific (USARPAC) in Honolulu, Hawaii.  This position is required to travel OCONUS for a minimum of one year.
The successful candidate will provide Knowledge Manager Expertise in support of USARPAC analysis of information gaps and process shortfalls in order to provide recommendations on how to expand its existing knowledge-centric collaborative services to improve processes and procedures. 
Specifically, USARPAC requires technical and process assessments in order to identify proven capabilities and associated technologies that are appropriate for USARPAC as it applies to collaborative applications using SharePoint.  Additionally, USARPAC requires training on SharePoint capabilities that support Knowledge Manager (KM) polices and strategy. USARPAC also requires support to develop and facilitate tactics, techniques and procedures (TTPs) used to build and maintain the USARPAC SharePoint portals for the USARPAC KM Team.
Administration Duties:
  • Develop and maintain USARPAC portal sites or site collections, utilizing SharePoint 2010 and SharePoint 2013. Incorporate Out-of-the-Box (OOB) functionality, agency supported add-ins and other approved enhancement applications that may be used inside the platforms.   Current USARPAC platforms exist on five (5) distinct networks: Pacific LandWarNet, NETCOM’s Global Mission Network (GMN), CENTRIXS (Korea, Japan, FVEY).
  • Ensure all new portal development applications, projects and/or methods follow testing standards: unit testing, integration testing, user acceptance testing and performance testing. Ensure SharePoint portal development is focused on change that modifies the production environment that users will be able to see, use and leverage during normal operations. The USARPAC portal platforms project developer will participate in user acceptance testing and performance testing.
  • Make recommendations to the Command Knowledge Management Officer (KMO) and/or the Deputy Chief of Staff for Information Managements G6 (DCS IM G6) for all new portal development applications, projects and/or methods.  All interaction with DISA and NETCOM will be coordinated through the KMO and/or the DCS IM G6.
  • Develop approved work plans that detail milestones, deliverables, schedule, and estimated man-hours for development and deployment of each new tool, application or enhancement of previously developed tools. These work plans shall be detailed and incorporated in the Project Management Plan (PMP) prior to start of any tools development and must meet the agreed upon schedule. This technical support is in addition to normal maintenance, development and enhancement of geospatial tools performed by on-site web developers.
Development Duties:
  • Create web pages that provide appropriate and required data to USARPAC and subordinate commands.
  • Develop web services to visualize data in formats usable to customers. Configure web services/suites to automate data processing, delivering informational products in support of decision makers.
  • Develop, design, implement and maintain collaborative solutions in SharePoint to enable efficient and effective dissemination of information to the Chief Knowledge Manager, USARPAC Commander and Deputy Commander; and support USARPAC missions across the Pacific Theater of Operations.
  • Develop training products and conduct training courses to meet mission requirements by providing training within established timelines at identified locations. Coordinate with the USARPAC Knowledge and Web Managers to ensure that USARPAC websites/portals are aligned and integrated with collaborative services.
  • Develop and design scalable portal collaborative services that can be distributed across multiple networks to include Non Secure Internet Protocol Router Network (NIPRNET), Secure Internet Protocol Router Network (SIPRNET), Coalition Enterprise Regional Information Exchange System (CENTRIXS), etc.
  • Integrate and maintain the application of portal lists and libraries, database and mapping software utilized during USARPAC operations and contingencies. Ensure software and hardware is compatible with servers and databases. Develop and modify system databases to accommodate new requirements.  Maintain current, supported hardware and software that enable identified requirements.  Recommend options to minimize the hardware and software portfolio required to deliver solution in order to reduce cost and system maintenance.
  • Develop and adapt new and enhance web-based tools, custom tools and applications that leverage USARPAC electronic Common Operations Picture (COP) in concert with USARPAC strategic vision and goals.
  • As USARPAC opportunities to streamline processes and conserve resources are identified, assist with the development and deployment of new or updated applications and subsequently train users on the applications (Contractor shall utilize existing web-based tools first before developing specialized applications).
  • Analyze requirements to inform the development and maintenance of integrated relational databases from a variety of sources to support mission command decision-making; track resources and events; and support predictions and projections.
  • Develop and maintain data dictionaries. Provide integration and maintenance of standardized and custom web mapping services and capabilities which are accessible by authorized users and require little training to utilize.
  • Develop best practices and advise USARPAC staff on implementation. Provide technical support, IT services, planning and analysis in support of exercises, deliberate and crisis action planning, and contingency operations in order to meet mission essential requirements and operational planning deadlines USARPAC wide.
  • Assign permissions to users to allow data elements to be changed or updated.
  • Apply advanced principles, theories and concepts to a wide range of support in the areas of Knowledge Management and Portal Administration.
Training Duties:
  • Plan and execute SharePoint end user training.
  • Train designated personnel in SharePoint portal administration and website configuration.
  • Train end users on developed SharePoint applications. 
  • A proven understanding of U.S. military IT systems, programs, and platforms such as SIPR, NIPR, CENTRIX, Adobe Connect, SharePoint 2010 & 2013, Microsoft Office, Develop, Integrate and Maintain SharePoint site collections, custom developed applications and Server applications.
  • Extensive experience in SharePoint 2010 & 2013 development
  • Experience with information sharing environments within or directly supporting the military.
  • Experience developing work plans, Work Breakdown Structures (WBS), schedules, development staffing plans and schedules.
  • Experience creating web pages and web services to visualize data in formats usable to customers.
  • Experience configuring web services/suites to automate data processing, delivering informational products in support of decision makers.
  • Bachelor’s degree or 4 years of experience equivalent to 4 years of college.
  • Experience in workflows and HTLM. 
  • MCITP Certification or equivalent
  • ITIL v3 Foundation Certification
  • CompTIA Security+
