Office automation work requiring the use of software applications and computer equipment to directly support the AMO and supply technician in the Aviation Material Office.

Deal directly with Air Station maintenance and supply personnel.
Facilitate Air Station equipment calibration program through the CG Precision Measuring Equipment Laboratories (PMEL) program by enrolling all precision equipment utilized by unit mechanics into the PMEL program and ensuring all required tools are calibrated on a timely schedule in accordance with AFCAV. This includes retrieving and returning tools to the appropriate storage location.
Coordinate with members of Aviation Logistics Command (ALC) controlling the contract funding the Air Station PMEL program.
Assist the Aviation Materiel Officer with determining procurement of all calibrated and non-calibrated maintenance tools used by Air Station mechanics by maintaining a log of all tools being bought and needing to be replaced.
Maintain an inventory of replacement tools via a tool crib that enables broken tools to be replaced in a timely manner without affecting unit operations.
Collect broken tools, issue replacement tools, and maintain a log of broken tool reports.
Assist the Aviation Material Officer in maintaining the Engineering annual budget by cataloging the purchases of all aircraft hardware, tools, and consumables.
Assist in storage, and distribution of aviation consumables. Such consumables include acid brushes, paper towels, safety wire, tape, trash bags, earplugs, and other disposable items necessary in the daily routine of Air Station operations.
Assist in maintaining the inventory of type three and five materiel using Fleet Logistics System (FLS), as well as assist in maintaining the readiness of Aviation Material Office service-window serving Air Station personnel. These duties relate to the compilation of data, the reconciliation of documents, and collection of information.
Word processing, database management, electronic spreadsheet, electronic mail, electronic calendar, and other types of office automation software.
Transcribe various written communication into proper format, with the responsibility for correct spelling, grammar, capitalization, and punctuation.
Assist in maintaining office operations and assume the roles and duties of the Aviation Material Office Supply Technician when the Supply Technician is either away or out of the office.

Purpose:
The purpose of this contract is to provide subject matter expertise through program management, engineering, technical, logistics and knowledge-based services in support of Dry Combat Submersible (DCS) units, Dry Deck Shelters (DDS), Seal Delivery Vehicles (SDV), Shallow Water Combat Submersible (SWCS) and other support equipment to ensure assets are mission ready.

Responsibilities (include but not limited to):

Serve as a DCS/DDS Planner, responsible for providing the technical expertise for planning work packages in support of maintenance on DCS/DDS. Responsibilities including providing the technical and administrative expertise for the research, planning and development of Controlled Work Packages, ensuring that all certification and technical requirements are met for all maintenance done within the DSS –SOC and GL boundaries. The DCS platform’s QA is primarily in the GL certification program. This is a unique position among most naval platforms and requires the ability to convert data from the GL system and implement them into work packages in the traditional format in the Joint Fleet Maintenance Manual (JFMM). There will also be items that will be certified and must be maintained under the DSS-SOC programs. Interface Diagrams exist to help define which certification process applies. On occasion, both may apply to the same component or maintenance action.
Determine the technical and material requirements required to conduct DCS/DDS maintenance within the DSS-SOC and GL boundaries.
Perform configuration/ship checks to establish the scope of the work to be performed.
Research and identify quality assurance controls and requirements.
Interface with the Supply Department and Repair Parts Petty Officer (RPPO) for assignment of document numbers, stock numbers, material identification and microfiche, identifying contractors/sources of non-stock items, providing buyers with technical requirements, determining allowable material substitutions.
Conduct research of technical information (including technical manuals, technical specification, etc.) for providing information to the DCS/DDS Platoon and DCS/DDS Maintenance personnel.
Conduct technical procedure and data research, assist in preparation of Liaison Action Request (LAR), Technical Manual Deficiency Evaluation Reports (TMDER), and Technical Feedback Reports (TFBR) to the DCS/DDS Planning Yard.
Provide Technical support and information to various contractors as required.
Assist in planned and corrective maintenance requirement requests and in developing CWPs/FWPs) to successfully accomplish the required maintenance within the DSSSOC and GL boundaries of DCS/DDS or associated ancillary equipment.
Assist with CWPs/FWPs to include procedure for maintenance and testing requirements, estimated requirements of personnel, equipment, and tools, arranging for required personnel and equipment from qualified contractors and/or other federal activities, and preparation of material requisitions.
Assist with ensuring CWPs/FWPs have all the technical documentation supporting the work requirements, testing requirements, Objective Quality Evidence (OQE), and required QA documents are filled out and included in the CWP.
Assist in establishing and maintaining a computer based electronic system for the indexing and filing of all generated and completed CWPs/FWPs.
DCS/DDS Maintenance or contractor personnel will be relied upon to resolve technical, equipment, procedural and material problems that may arise. Assist in training NAVY personnel in all aspects of planning, technical research, and technical documentation preparation, including planning support for forward deployed units.
In addition to regular office programs and functions to which assigned, participate in the weekly meetings, and update the chain of command on the current status of product development and approval of packages.

Primary Responsibilities:

Develop a capture plan which includes a description and analysis of the opportunity, customer, competition, team, pursuit/win strategy, pricing strategy, and capture resource needs, with an integrated action/contact plan.
Focus on customer-oriented solutions, forming a competitive team and coordinating the integration of subject matter experts and functions required to position the team and maximize probability of win.
Prepare capture team staffing plan and overall resource basis of estimate.
Develop and implement customer contact plan across all levels of customers.
Identify customer’s key issues, concerns and “hot buttons” through direct customer contact leveraging Business Development and Business Area resources.
Lead the Capture and Proposal Business Decision Gate reviews for all pursuits assigned.
Ensure effective and efficient implementation of proven best practices for activities such as strategy workshops/reviews, proposal planning, proposal development/reviews, and proposal production.
Lead win strategy, competitive assessment, and pricing strategy workshops and prepare/complete strategic action plans, Return on Investments, risk assessments.
Ensure winning technical, management, price, and past performance approaches are developed by the capture team.
Conduct thorough draft/final Request for Proposal analyses and develop effective questions for customer.
Provide guidance to Proposal Manager in development and execution of a Proposal Management Plan, including technical, management, pricing, and past performance/corporate experience.
Interact with and provide guidance to Proposal Manager on the entire proposal/orals process to ensure well-written, compliant, and competitive volumes/slides incorporating win themes, discriminators, and program insights.

Minimum Qualifications:

5+ years’ experience in Government contract acquisition and implementation
Knowledge of Federal Acquisition Regulations (FAR) and GSA compliance requirements
Proven experience in reading and analyzing Federal government RFPs, creating proposal outlines and schedules, managing the activities of writers, storyboard development and re-writing material under tight deadline constraints.
Strong oral and written communication skills.

Serve as a DCS Planner, responsible for providing the technical expertise for planning work packages in support of maintenance on DCS. Responsibilities including providing the technical and administrative expertise for the research, planning and development of Controlled Work Packages, ensuring that all certification and technical requirements are met for all maintenance done within the DSS –SOC and GL boundaries. The DCS platform’s QA is primarily in the GL certification program. This is a unique position among most naval platforms and requires the ability to convert data from the GL system and implement them into work packages in the traditional format in the Joint Fleet Maintenance Manual (JFMM). There will also be items that will be certified and must be maintained under the DSS-SOC programs. Interface Diagrams exist to help define which certification process applies. On occasion, both may apply to the same component or maintenance action.
Determine the technical and material requirements required to conduct DCS maintenance within the DSS-SOC and GL boundaries.
Perform configuration/ship checks to establish the scope of the work to be performed.
Research and identify quality assurance controls and requirements.
Interface with the Supply Department and Repair Parts Petty Officer (RPPO) for assignment of document numbers, stock numbers, material identification and microfiche, identifying contractors/sources of non-stock items, providing buyers with technical requirements, determining allowable material substitutions.
Conduct research of technical information (including technical manuals, technical specification, etc.) for providing information to the DCS Platoon and DCS Maintenance personnel.
Conduct technical procedure and data research, assist in preparation of Liaison Action Request (LAR), Technical Manual Deficiency Evaluation Reports (TMDER), and Technical Feedback Reports (TFBR) to the DCS/DDS Planning Yard.
Provide Technical support and information to various contractors as required.

Assist in establishing and maintaining a computer based electronic system for the indexing and filing of all generated and completed CWPs/FWPs.
DCS Maintenance or contractor personnel will be relied upon to resolve technical, equipment, procedural and material problems that may arise. Assist in training NAVY personnel in all aspects of planning, technical research, and technical documentation preparation, including planning support for forward deployed units.
In addition to regular office programs and functions to which assigned, participate in the weekly meetings, and update the chain of command on the current status of product development and approval of packages.

Assist in the management of Quality Assurance (QA) programs supporting the development, maintenance, and certification of Dry Combatant Submersibles (DCS), Dry Deck Shelters (DDS), Scope of Certification (SOC), Shallow Water Combat Submersibles (SWCS), and other assets assigned to LOGSU-8. The DCS, SDV, and DDS maintenance and certification programs are in the Deep Submergence Systems (DSS) Scope of Certification (SOC). However, in the mated condition, the DDS shares a common interface with the host submarine and therefore some parts of SUBSAFE QA may also apply.
Assist in development, planning, coordination, monitoring and evaluation of policy, methodology, procedures, training, and maintenance relative to quality assurance for all assets and future projects involving QA work.
Assist in maintaining, tracking, monitoring and training all aspects of the quality assurance program. The Quality Assurance Program includes but is not limited to; training and qualifications, material control, QA records and record retention, departure from specifications, cleanliness controls, technical documentation, calibration requirements, SOC, and audit and surveillance requirements.
Provide onsite hands-on maintenance, troubleshooting and technical expertise to meet all program specific requirements.
Assist with the QA program requirements for maintenance, materials, and certification for assets assigned in accordance with the Joint Fleet Maintenance Manual (JFMM), SOC Notebook, System Certification Procedures and Criteria Manual for Deep Submergence Systems (P9290), Certification Program Plan (CPP) and any other Organizational requirements. This includes assisting with the approval, authorize testing and certification of all Controlled Work Packages (CWP) and Re-Entry Control (REC) Exempt packages ensuring completeness, and compliance with certification requirements. Ensure all CWP’s contain the correct and current revision of the Formal and Technical Work Packages (FWP/TWD), drawings, Maintenance Requirements Cards (MRC), test procedures, Objective Quality Evidence (OQE), Cleanliness Requirements, supply information, transfer of custody, component testing and certification documentation.
Assist with the annual QA internal surveys, ISIC, TYCOM, and NAVSEA QA assessments and biannual sustaining certification surveys for all Dry Deck Shelters, Training Hatch Assemblies, Shore Based Training Facility and MK11 Seal Delivery Vehicles (SDV).
Assist with the JFFM and SOC QA Training and Qualifications of all QA division, Repair Department, and Supervisory personnel of LOGSU-8 and assigned personnel. This includes developing training plans to meet JFMM and QA-14 requirements, tracking all QA and O2 Clean qualifications for all maintenance personnel, and ensuring all newly reported personnel receive the required SOC training.
Assist with maintaining the Audit, Surveillance and Evaluation program (AS&E) for all facets of QA maintenance programs to improve and maintain first time quality.
Assist with fact finding and critiques after mishaps to identify trends and improve maintenance processes.
Travel as required to support on-loads, off-loads and inspections of Naval assets.

Conduct research of technical information including technical manuals, technical specification, calibration, and cleaning requirements, etc. to DDS/ DCS/ Diving Maintenance personnel.
Maintain Clean Room to meet requirements for MIL-STD 1330 Oxygen systems and MIL STD 1622 compressed air systems.
Provide In-Service Calibration by processing planned and corrective maintenance as directed by CWPs/FWPs to successfully accomplish the required calibration within the DSS-SOC boundaries of DDS or associated ancillary equipment.
Perform Calibrations IAW U.S. NAVY Metrology and Calibration (METCAL) program.
Accurately and efficiently prepare appropriate certification documentation.
Establish and maintain cleanliness of calibrated systems.
Clean and certify new gear IAW MIL-STD 1330 Oxygen systems and MIL STD 1622 compressed air systems.
Establish and maintain a computer based electronic system for the indexing, and filing Calibrations completed in addition to requirements stated by the METCAL program.
Maintain ability to conduct fly-away Calibrations and cleaning services throughout a deployment of DDS.
Provide In-Process Work Controls during the performance of calibrations and O2/DLSS clean work on DDS and DCS. Other contractors may be relied upon to resolve technical, equipment, procedural and material problems that may arise. Train NAVY personnel in Certifying Members as O2 Clean Workers and Members as O2 Clean Room Workers.
Participate in weekly meetings on the current status of product development and approval of packages.

Purpose: The Contractor shall conduct routine scheduled maintenance, interim (unscheduled) maintenance, field level maintenance, research repair parts, complete requisitions for parts and service items, record data collection (labor time & vehicle service cost) and repairs to Civil Engineering Support Equipment (CESE), Material Handling Equipment (MHE) and Ground Support Equipment (GSE).

Responsibilities (include but not limited to):

The Contractor shall perform inspections, preventive maintenance, and repairs identified during initial inspections and as per the guidance recommended by the Original Equipment Manufacturer (OEM) and/or the NAVFAC P-300.
Mandated 120 calendar day cycle for completing general maintenance and safety inspections on each piece of CESE/ MHE per requirements and the Contractor shall maintain this service cycle.
The Contractor shall schedule all CESE/MHE equipment for service every 120 calendar days or sooner in the event the vehicle accumulates high mileage within the normal service cycle. High mileage is typically considered to be more than 5,000 miles since the previous maintenance service.
The CESE/MHE inventory list itemizes each piece of CESE/MHE by Shop Location, Equipment Identification Number, Make, Model, Year, type of fuel and current mileage.
The Contractor shall pick up vehicles requiring service from a location designated by the Government’s Transportation Officer for each respective Shop Location. Once the maintenance, repairs and quality control inspections have been completed, the Contractor shall return the CESE / MHE to a Government designated holding area. Contractor personnel shall only operate government vehicles in the official performance of their duties; at no time shall Contractor personnel use vehicles for personnel use.
The Contractor shall perform maintenance and repair to Government owned CESE/MHE identified in CESE/MHE inventory list with total numbers varying by +/-5% during the performance period. The Contractor shall provide supply and data entry support for all equipment and vehicles.
Scheduled maintenance shall be conducted in three specific levels identified as “A”, “B”, and “C” based on mileage or time. Standard vehicle safety inspections shall be completed as a specific task on every scheduled maintenance Shop Repair Order (SRO).
Level “A” maintenance shall be completed every 120 calendar days and includes safety inspections, overall equipment mechanical inspection, changing fluids and filters and standard service items shall be serviced and changed in accordance with original equipment manufacturer recommendations. This work shall be annotated on the SRO and recorded in the vehicle maintenance database within three days of final inspection.

Level “C” maintenance shall be completed annually and includes a detailed safety inspection and four-wheel alignment when warranted. This work shall be annotated on the SRO and recorded in the vehicle maintenance database within three days of final inspection.
Shall be the direct liaison with the government to discuss access to CESE/MHE, maintenance schedules, and use of Government furnished equipment (GFE) if provided.
The Contractor shall provide all management, personnel, and oversight to perform technical and mechanical support services at Government owned facilities. Depending on location the Shop Supervisor preforms all maintenance activities as required and supervises from 1 to 15 personnel supporting the maintenance workshop.

General Requirements:

The Contractor shall have the capacity and technical skills needed to make all levels of repair to suspension, steering, electrical, instrumentation, computer controls, driver controls, brakes, fuel delivery, carburetion and fuel injection, exhaust, and power train systems.
The Contractor shall be capable of repairing electric and manual window mechanisms, vehicle locks, seats, and incorporated electronics.
The Contractor shall be capable of demounting and mounting all sizes of tires and balancing the wheel and tire assembly once mounted. Tire repairs shall include plug insertion, patches, and complete replacement depending upon severity of damage.

Notify Security Manager of any resignations or gains in personnel.

Scope:
