Administrative Specialist

People, Technology and Processes, LLC is seeking an
Administration Specialist to enhance the command's ability to achieve strategic objectives by providing a wide range of administrative products. Personnel will deliver analytical, technical, and administrative products that contribute to the command's mission of countering threats and supporting SOF personnel, operations, and campaigns.

Responsibilities will include, but are not limited to:
  • Serves as Civilian Personnel SME, advise the J1 Director and Civilian Personnel Manager on Air Force Civilian Personnel issues/actions. Advise the Director J1 and supervisory personnel across the command on: Air Force Position Classification, Staffing, Management Employee Relations, Evaluations and Awards policies and processes. Must have ability to research Air Force and relevant DoD/OPM regulations and law to advise and brief the Director and command supervisors on applicable senior directives on Air Force Position Management, Position Classification, Staffing and Management Employee Relations topics. Ability to develop best processes for Civilian Personnel management, brief senior personnel, and advise/brief supervisors across the command.
  • Prepare or review documents in order to process Civilian Hiring actions, Civilian Position Description Reviews and other personnel actions. Given examples of the required Word, PowerPoint, or Excel products, prepare narrative position descriptions, organization charts, and forms as instructed by the Civilian Personnel Manager. Assist the Civilian Personnel Manager in preparing supporting documents for hiring actions and PD reviews to be signed/uploaded by the Civilian Personnel Manager.
  • PERSTAT Submission. Given access to SOF Ready systems and USCENTCOM PERSTAT instructions, coordinate with subordinate units’ PERSTAT clerks in theater, accurately prepare daily PERSTAT input to USCENTCOM by 1100 daily.
  • Perform functions as a Defense Travel System Technician/Reviewer within the Defense Travel System (DTS) as to assist travelers in preparing authorizations, vouchers, and travel arrangements.
  • Serves as the DTS technician providing support of the processing of travel authorizations and vouchers in DTS and legacy systems to ensure compliance with Joint Federal Travel Regulation, the Joint Travel Regulation, Department of Defense Financial Management Regulation (DoDFMR), and other applicable local policies and regulations.
  • Ensure correct examination and verification for adequacy, legal propriety and completeness of all travel authorizations, vouchers and supporting documentation for reimbursable travel related expenses.
  • Provides necessary support to travelers and approving officials. Resolves DTS problems with travelers and coordinates actions with unit Government travel program manager.
  • Passport and Visa Processing. Brief/advise personnel on the process for obtaining passports and visas. Receive, review and process Passport and Visa Applications for signature/approval of the Head of Facility/Passport Manager. Manage/track the dispatch of applications for passports and visas, follow up with DOD Passport Agency and Embassies for timely receipt. Log received Passports and Visas to applicants, ensuring 100% accountability.
  • Advise the Chief of Awards, DJ1 and J1 Director on awards authorities and processes under U.S. Army, USCENTCOM and USSOCOM Awards delegations, AR 600-8-22, and the DODI 1348.33 series of instructions and manuals. Possesses sound knowledge of Army service and Joint/DoD awards policies. Ability to liaise with Army HRC Awards Policy office, USSOCOM and USCENTCOM Awards offices. Ability to research and prepare staffing actions for signature by the Commander.
  • Produce error-free awards certificates/orders/approval documents and maintain correctly updated records of the status of the awards reviewed/produced. Review narrative/citation for grammar and substance and prepare certificates as examples provided. Upload awards into service members’ records as needed.
  • Brief/advise personnel on the process for obtaining passports and visas. Receive, review and process Passport and Visa Applications for signature/approval of the Head of Facility/Passport Manager. Manage/track the dispatch of applications for passports and visas, follow up with DOD Passport Agency and Embassies for timely receipt. Log received Passports and Visas to applicants, ensuring 100% accountability.
  • Given access to SOF Ready systems and USCENTCOM PERSTAT instructions, coordinate with subordinate units’ PERSTAT clerks in theater, accurately prepare daily PERSTAT input to USCENTCOM by 1100 daily.
  • Support the SOCCENT Reserve Program, ensuring the assignment, training, and support of 300 assigned Reserve Component (RC) personnel. Maintain training status reports for assigned RC personnel, process records updates, and requests for annual training and active-duty orders. Coordinates Reserve actions with 2 MACOMs and Service HQs to activate RC personnel and process activation/AT orders. The function is responsible for Personnel Management and HR matters concerning the Joint Services Reserves.
  • Produce Staffing Documents (hard copy memos/tables or by updating automated internal staffing systems (FM8, e14, TMT)). Prepare nearly error-free correspondence for any personnel actions in Joint Format, given examples. Given information, prepare messages, flyers, and other communications. Given the required information, prepare briefing slides, weekly SITREP Draft, coordinate with J1 branch leads weekly, to write/assemble a draft message from input provided by sections from leads for presentation to the Deputy J1 for review by 1200 on Thursdays or as adjusted for the unit calendar.
  • Facilitate Annual Assessment Inputs/Monthly Report Reviews: Coordinate with internal J1 sections and other Directorates to gather information to respond to SOCOM and CENTCOM staffing actions to include the Annual Joint Assessment Taskers, Joint Duty Assignment Lists, and quarterly and annual Health of SOF assessments.
  • Knowledge of or ability to learn J1 systems to include SOF Ready, CENTCOM PERSTATS. Given the training and access to SOF Ready systems, monitor monthly evaluation reports, blank data reports, expired member reports, and other reports as directed.
Required qualifications:
  • Bachelor’s Degree (BS/BA) preferred however, not required.
  • O-4/O-5/WO3-WO5/E7-E9 level experience or GS-12 / Step 2 or higher equivalency as a DoD civilian.
  • 5+ years of experience in Government Civilian or military personnel systems. Position will assist military and civilian personnel managers by preparing reports, forms, and documents, given basic instructions.
  • Wide Background in preparing administrative and personnel documents/actions.
  • Experience Preparing Memorandums and written documents supporting Civilian Position Reviews and Hiring actions.
  • Experience Processing Military or Civilian Awards Documents. Experience Preparing Correspondence and Staffing Documents and facilitating Annual Assessment.
  • Ability to read, interpret, organize, and synthesize source material into well-written, concise technical style reports in approved formats.
  • Possession of excellent oral and written skills.
  • Possession of excellent organizational, interpersonal, analytical problem-solving, and presentation skills.
  • Knowledge of Microsoft Office Suite (PowerPoint, Excel, Outlook) and Adobe Acrobat software.
  • Top Secret/SCI Security Clearance
