Job Title: Task Lead Lessons Learned Specialist Job Location: Tampa, FL Salary: Competitive, Depends on Qualifications Clearance: Top Secret Travel: Not Anticipated Purpose: The purpose of this task is to provide the J59-L, with a LL Network capable of supporting the execution of the USSOCOM LLP, through delivery of expert advice, collection support, analytical support, and assistance in carrying out all responsibilities and actions required to support the USSOCOM mission and Commander’s Lines of Operation as they apply to the LLP. This task supports the discovery, knowledge development, implementation, and sharing of observations, issues/insights, lessons, and best practices from operations, training events, exercises, experiments, and other activities involving SOF assets. Responsibilities (include but not limited to):
Oversee the synchronization, standardization, and quality control of the CAARD processes throughout the Components, TSOCS and forward deployed commands (i.e., collection plans development, Joint Lessons Learned Information System (JLLIS) training, etc.)
Oversee, analyze, and evaluate on a quantitative or qualitative basis the effectiveness of Doctrine, Organization, Training, Leadership and Education, Materiel, Personnel, Facilities and Policy (DOTMLPF&P) for identified lessons.
Oversee and coordinate all OCONUS pre-deployment requirements (i.e., TESA, DOCPER, etc.)
Interact and coordinate with Components, TSOCS and forward deployed commands Government personnel to ensure all CAARD processes are meeting mission requirements
Oversee contractor support with the development, synchronization, and execution of the USSOCOM Lessons Learned Program Guide.
Collect DOTMLPF&P metrics that are used for briefing senior leadership on the effectiveness of the contractor support.
Design and develop products for world-wide dissemination to enhance special operations exercises, engagements, and operations.
Consolidate monthly observation summaries formatted as Lessons Learned Bulletins highlighting unit, component command, TSOC, and headquarters-level high priority items and trends due the 10th calendar day of the month. If the 10th calendar day falls on a weekend or a Federal holiday, the documents are due the next government business day.
Provide Commander-level briefings of findings and recommendations that have DOTLMPF&P implications, on a monthly basis, derived from the JLLIS inputs by Special Operations Forces.
Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders.
Job Specific Knowledge/Requirements:
Top Secret Clearance
5 years’ Program Management experience as a Task Lead on a DoD Contract as a contractor, ending not longer than 12 months prior to proposal submission.
Minimum of 1 year of Command experience as an O5
3 years staff experience at USSOCOM headquarters – OR – 5 years at a Component Command/TSOC
Master’s degree in Program Management, Business, National Defense, Homeland Security or related field – OR – Graduate of a US Military War College that issues a Master’s Certificate
1 years’ experience using classified collaborative communications systems for example Defense Connect On-line (DCO)
