Purpose Naval Special Warfare Command (NSWC) requires manpower augmentation for construction site security surveillance services in support of current and future construction projects for NSW East commands, located in Virginia Beach, Virginia. The objective of this requirement is to provide construction site security services to support secure construction projects In-Accordance-With (IAW) the Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) policies. T Responsibilities include, but are not limited to:
In coordination with the SSO, create and implement a Construction Security Plan (CSP). The CSP will outline threats and risk mitigation strategies to be carried out on this project.
Routinely review with the project’s SSO and project’s General Contractor (GC) on the security requirements for assigned projects.
Ensuring the requirements contained within the ICD/ICS-705 (version July 26, 2021) are implemented and advising the SSO of compliance or variances.
Conducting periodic security inspections to ensure compliance with the CSP.
Ensuring that procedures to control site access are implemented.
Maintaining a list of all workers used on this project and including this list in the final SCIF accreditation files.
Implementing procedures to deny unauthorized site access.
Maintaining CST documentation records for the duration of the project.
Shall use an extensive knowledge of DoD, the ICD/ICS, and any additional administrative policies, regulations, instructions, and procedures in order to develop and apply new techniques to implement and execute innovative SCIF construction security strategies to achieve the goals and objectives for the construction security and accreditation of the project.
Participate in meetings, in-progress reviews, integrated concept and product teams, working groups, and design meetings.
The SSM shall support the government at conferences and meetings, in the capacity of a SSM by providing input to ensure project security from start to finish of this contract.
1 Minimum required security clearance is US TOP SECRET with SCI eligibility.
Must have at least ten (10) years of security experience specifically related SCIF construction, Intelligence Operations, Counter-Intelligence Operations, Counter- UNCLASSIFIED Page 4 of 8 UNCLASSIFIED Surveillance Operations, Technical Surveillance CounterMeasures, Physical Security, or a combination of these experiences.
Must have at least three (3) years in a leadership/management role on an ICD-705 Construction Security project(s). Leadership/Management means SSM, SSC, or CST-Lead.
Must hold a valid certificate for the successful completion of a Twenty (20) Hour or greater Site Security Manager (SSM) Training Course.
The SSM must have an expert understanding of the ICD/ICS-705 (version July 26, 2021) as demonstrated by experience completing work on multiple ICD-705 projects that have completed accreditation
