Purpose People, Technology and Processes, LLC is seeking a Program Manager to perform level of effort acquisition management services based on an annual contract execution estimate. The PM shall properly balancing cost, schedule, and technical performance. The PM shall ensure on-time delivery of tasks, including all work products and deliverables. *****THIS POSITION IS CONTINGENT UPON AWRD*****
Responsibilities include, but are not limited to:
Utilize experience and knowledge in acquisition policies and procedures to provide support to acquisition programs
Help ensure the maintenance of documentation of program costs and schedule adherence.
Provide project specific acquisition management that effectively translate requirements into executable requirements packages that 6 CONS can award using any contracting methodology.
Develop performance work statements, statements of work, statement of objectives and other documents related to requirement development.
Assist with establishing management controls such as milestones, cost estimates, and quality assurance plans in accordance with Department of Defense and Air Force procurement directives
Advise requirement owners of significant actions or problems, and seek resolution
Analyze interrelated issues of effectiveness, efficiency, and productivity; develop recommendations to solve problems; and apply program management principles to guide program accomplishment through the various phases of the acquisition cycle.
Minimum Experience/Education Requirements:
Must possess at least a bachelor’s degree awarded by an accredited college or university recognized by the U.S Department of Education
Minimum of 5 years’ experience in either program management (GS-1101 or commercial equivalent) or acquisition/contracting (GS-1102 or commercial equivalent).
Must have held a program manager or contracting position within the last 12 months prior to the date the solicitation is issued.
Must be certified at least at the Level II under the Defense Acquisition Work Improvement Act (DAWIA) (APDP), or other federal program (FAC-C or FAC-PM) or civilian equivalent (e.g., NCMA, IACCM) in contracting or program management.
Must have experience in acquiring, commodities, industrial services, knowledge-based services, advisory and assistance services, and information technology services and related hardware/equipment.
Must have knowledge of laws, principles, policies, and practices of acquisition and program management
Must have knowledge of the Federal Acquisition Regulation, as supplemented by the DoD and Air Force, and AF Contracting, Small Business, Finance and Program Management Instructions (DoD FMR, AFI 64-102, AFI 64-117, AFI 63-138, AFI 65-118, and AFI 65-601, etc.)
Must have the ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the entire acquisition process.
Personnel possessing experience with DEAMS, CON-IT, KTFS, PIEE, WAWF and SAM are highly desirable.
