Purpose People, Technology and Processes, LLC is seeking a Senior Knowledge Manager (SKM) to provide program oversight coordination, documentation generation, logistical support, for the United States Transportation Command (USTRANSCOM). The SKM will leverage organizational change management (OCM), knowledge management (KM), and mission analytics to enable capabilities within the transition from manual processes to those balanced with appropriate human-machine teaming and OCM processes to increase adoption, utilization, and proficiency of new/improved processes, tools, and job roles. *****THIS POSITION IS CONTINGENT UPON AWRD*****
Responsibilities include, but are not limited to:
Establish a documented command-wide approach to develop, capture, and maintain a shared understanding for decision support and staff processes.
Monitor and provide KM oversight of the command battle rhythm and command level projects.
Assist the KMO with strategic execution of KM strategy, priorities, delivery of training, alignment of efforts, and deepening of investment in the USTRANSCOM KM program
Assist the command KMO by participating in the Department of Defense (DOD) and Joint Staff (JS) KM meetings and associated KM programs
Conduct an analysis on the command’s battle rhythm events information flow, battle rhythm effectiveness, synchronization of staff personnel, battle rhythm calendaring solutions currently in use, and provide report on findings and recommendations on opportunities to achieve associated efficiencies and improve effectiveness
Leverage the results of the command’s battle rhythm analysis in para 1.3.3.1.4. to refine the existing or develop a new command battle rhythm event Collaboration Platform (CP) hosted calendaring solution
Assess the command’s decision-making process(es) and propose solutions to increase speed and accuracy in which decisions are made
Create awareness in the organization of the principles of knowledge management and how
they can impact the performance of the organization.
Work with leadership to establish KM as a priority business lever for the organization and
develop means to legitimize and motivate the seeking and sharing of knowledge
Create an awareness of the behaviors and culture needed to promote knowledge management
and guide and support both individuals and teams in embracing a change in behavioral style, moving from data/information push to knowledge pull and sharing
Work to ensure appropriate IT enablers for knowledge management
Identify the knowledge critical to the organization, looking beyond technical knowledge (‘know-how) to strategic, business-environmental, people and other knowledge categories (‘know-why’, ‘know-who’ etc.)
Identify the individuals in the organization with knowledge in specific areas which are critical to
the performance of the organization and enroll them in the process of managing that knowledge
Coach the organization in the use of KM processes and tools
As necessary, develop a suite of process tools for learning before, during and after and a means
of integrating these within the normal working practices of the organization
As necessary, develop processes for capture, storage, validation, and retrieval of knowledge; both within the organization and externally with others.
Prompt for, and facilitate, the capture of learning after all significant projects
Ensure the knowledge generated within the organization is made easily visible, available, and useful to seekers
Monitor the effectiveness, maintenance and use of the IT tools and systems as they apply to KM, and implement improvements
Prompt for, and facilitate, 'Learning Before Doing' for all significant projects
Prompt for, and facilitate, the sharing of knowledge while doing the work
Help new ideas from the workforce survive and thrive inside and outside the team
Identify the individuals within the team or organization with critical knowledge for the organization and enroll them in the process of applying that knowledge within the organization
Monitor the behaviors and culture within the organization as they impact KM and prompt for recognition when and where necessary
Required Education/Certifications:
Bachelor’s degree (preferred)
Possess an industry recognized Knowledge Management certification
Minimum Required Experience:
Proven expertise in leading development of Knowledge Management programs for large complex organizations
Proven skills in facilitating senior level stakeholder engagements
Proven skills in the development of KM plans and leading of KM initiatives
Experience in supporting KM tools to include collaboration platform environments such as Microsoft O365
Familiarity of Microsoft collaboration tools and Microsoft Power Platform suite
