Purpose
People, Technology and Processes, LLC is seeking a COP Project Manager (CPM) to provide program oversight coordination, documentation generation, logistical support, for the United States Transportation Command (USTRANSCOM). The CPM will leverage organizational change management (OCM), knowledge management (KM), and mission analytics to enable capabilities within the transition from manual processes to those balanced with appropriate human-machine teaming and OCM processes to increase adoption, utilization, and proficiency of new/improved processes, tools, and job roles.

Responsibilities include, but are not limited to:
  • Provide project management support services for the USTRANSCOM J3 GOC COP
  • Coordinate and organize all tasks and requirements
  • Develop and maintain a USTRANSCOM J3 GOC COP Charter to set, validate and revalidate (as necessary): internal and external stakeholders and their responsibilities (to include partnerships identified/required as necessary such as with NGA, TGIS etc.), project purpose, scope and objectives, technical and operational requirements, planning requirements and timelines, as well as other pertinent information as required
  • Develop and maintain a project plan based on the project charter to detail project work, milestones, schedule, and monitoring and controlling functions
  • Coordinate with the J33 KM Branch Chief, and as required the J33 Chief/Deputy on all updates, requirements, and requests, that may be required to the COP project plan to maintain peak situational awareness
  • Coordinate and consolidate all planning, requirement, and execution activities between the government requirements stakeholders, to include the J33 KM Branch Chief, and the COP technical/ GIS analysts
  • Perform project requirements, milestone, and schedule tracking as well as monitoring and controlling activities, such as risk identification, alternative decision analysis reporting, and issue and action tracking
  • Collaborate with all stakeholders for the USTRANSCOM J3 GOC COP, including USTRANSCOM J2, J3, J5/4, J6; Joint Staff; other CCMDs; USTRANSCOM component commands; NGA; and commercial partners to ensure integration of USTRANSCOM operational requirements, appropriate federation with other situational tools, and reinforcement of best practices within the COP.
  • Lead all stakeholders in periodic working group sessions to ensure all tasks are on track and aligned with all guidance / requirements.
  • Make recommendations on planning adjustments, budget requirements, configuration changes, and technological updates, to ensure the J3 GOC COP effort remains up to date, incorporates all requirements, and maintains usage for mission effectiveness / efficiency.
  • Assist in the requirements gathering, planning, and monitoring of execution of visualizations for the Common Intel Picture, Common Logistics Picture, and COP – from the J3 perspective to fulfill requirements for decision making
  • Coordinate efforts for all battle rhythm events involving GIS / J3 GOC COP
  • Ensure proper records management of the USTRANSCOM J3 GOC COP Project IAW the government's file plan
  • Assist with coordinating change management efforts associated with evolving the COP and integrating it into Global Operations Center functions

Required Education/Certifications:
  • Bachelor’s degree
  • Possess and maintain PMP or equivalent industry recognized PM certification

Minimum Required Experience:
  • Proven expertise in Project Management, with specific experience in IT Project Management as it relates to GIS/Data Analytics technologies
  • Familiarity of Microsoft collaboration tools and the Microsoft Power Platform suite
  • Experience with Microsoft Project and Office 365 platforms 5
  • Familiarity of Microsoft collaboration tools and Microsoft Power Platform suite
