Purpose

Naval Special Warfare Command (NSWC) requires manpower augmentation for construction site security surveillance services in support of current and future construction projects for NSW East commands, located in Virginia Beach, Virginia. The objective of this requirement is to provide construction site security services to support secure construction projects In-Accordance-With (IAW) the Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) policies. T
 
Responsibilities include, but are not limited to:
 
  • Monitor the activities of all uncleared construction workers and personnel on the Secure Construction Site at all times.
  • At the conclusion of each workday, provide a daily report to the government which documents construction activities occurring that day to include activities such as: Construction Material Deliveries, Installation of frames, Heating, Ventilation and Air Conditioning (HVAC), acoustical countermeasures, and drywall layers, walls painted above and below false floor/ceiling, all penetrations, and man bar installation. Details shall include date, time, location, work being performed and accompanying photos as required for certification documentation IAW Navy/DoD governing regulations (i.e., ICD/ICS – see documentation below). By close of business of each Monday provide a written summary of the previous week’s work performed along with photo documentation as required in the Construction Security Plan (CSP).
  • Document all security violations or deviations from the CSP that occur on the Secure Construction Site and notify the (SSM) in the daily and weekly reports. Detailed descriptions shall include date, time, person(s) involved, description of incident and accompanying photos (if applicable). (See documentation below)
  • Ensuring that procedures to control site access are implemented.
  • Implementing procedures to deny unauthorized site access.
  • Conduct security inspections of construction materials finished and unfinished construction work, personnel, and personal items such as bags, lunch boxes, and associated items. All materials inspections will be done at the direction of the Special Security Officer (SSO) or SSM and documented in the daily report of the day the inspection was performed.
  • Identify and document anomalies and variances in finished construction work against the official project construction plans. Details shall include date and time of discovery, description of anomaly, location, and accompanying photos. (See documentation below)
  • Carry out opening and closing procedures of the Secure Construction Site each day as directed by the SSO or SSM.

Minimum Requirements:
 
  • Minimum required security clearance is US TOP SECRET with SCI eligibility.
  • Must have at least five (5) years of construction experience. Security experience may supplement up to two (2) years of construction experience if the security experience is directly related to DoD SCIF construction or physical security.
  • Must be familiar with the sixteen (16) standard divisions of construction. UNCLASSIFIED Page 3 of 8 UNCLASSIFIED
  • Must hold a valid certificate for the successful completion of a Forty (40) Hour or greater CST training course.
  • Must be able to stand, sit, bend, walk, kneel, and other related physical activities for long periods of time.
  • Must have a solid understanding of the ICD/ICS-705 (version 26 July 2021) as demonstrated by experience gained from working on multiple ICD-705 projects.
