Scope:
People, Technology and Processes, LLC is seeking a
Site Manager / Information Technology Project Manager to support customer telecommunication services support at Rock Island Arsenal, Illinois.  This position provides technical support to augment the resources of the US Army NETCOM, Network Enterprise Center-Rock Island Arsenal (NEC-RIA). This includes Inside Plant (ISP), Customer Services (Telephone), and Outside Plant (OSP) required by the NEC-RIA to support tenant organizations. The Contractor provides technical and administrative coordination of ISP, OSP and other on-base telephone activities, and develops and tracks all telecommunications service work orders. The Contractor is also responsible for O&M of the Voice Mail System; and Configuration Management of the ISP and OSP infrastructure to include Computer Aided Design (CAD) wire line drawing maintenance, cable record changes, Radio Systems which includes: Land Mobile Radio (LMR) Network Management, and Towers. The Contractor may be required to provide material, overtime, travel and per diem, and training in support of requirements, as needed. The Contractor provides all required aspects of voice and data O&M support.

 
 
Responsibilities will include, but are not limited to:  
  • Responsible for overall management, scheduling, and resourcing of all work. 
  • Customer engagement.
  • Quality Control / Quality Assurance.
  • Telephonically available to the KO or COR from 0600-1700 hours, Central Time, Monday through Friday, excluding Federal Holidays, as listed in Schedule H of the PWS.
  • After normal duty hours, the Site Manager or designated representative shall be available to meet with Government representatives at the work site (location) specified within two hours of notification.
  • Responsible for the overall management and coordination of work required under this TO and act as a central point of contact with the Government.
  • The Site Manager shall oversee operations and maintenance (O&M) of the equipment listed in Attachment 1 of this PWS.  The Site Manager shall have Project Management experience. 
 
Required qualifications:  
  • Tier 3 (T3) investigation is required.
  • IAT-II Certification Category and Level (IAW DoD 8570.01M).  
  • Computing Environment Certifications Required: No.
  • Technically qualified with administration, troubleshooting, maintenance, installation, and engineering procedures.
  • Technically proficient in the areas of configuration, installation, upgrade, and troubleshooting of applicable ISP and OSP systems and devices, and Telephone Service operations.
  • understand, speak, read, and write the English language to perform administration; management; supervision; provide materials, parts, supplies, tools, and equipment other than Government-furnished Equipment

 
 
Desired Qualifications:  
  • Demonstrated history of well-developed management of telephony technology and technicians.
